Richmond to choose "preferred" plan
Richmond's process for updating its General Plan will reach a major decision point in June, when the City Council is to vote on a "preferred alternative" to focus
on in the analysis of alternatives in the Environmental Impact Report. We need to convince the City Council to include the following key points in the preferred alternative.
- Designate all North Richmond shoreline properties west of the Richmond Parkway as open space or parks.
- Zone the rest of the shoreline as commercial with the lowest intensity possible.
- Adopt a comprehensive Transfer of Development Rights Ordinance to enable property owners to transfer development rights from shoreline properties to
inland locations more suited for promoting redevelopment.
- Limit development at Point Molate to be consistent with Richmond's original Blue Ribbon Committee plan and to protect wildlife and habitat. We understand
that a majority of the Council supports a casino, and so we ask them to minimize development.
- On the South Richmond shoreline the city should preserve the Zeneca site, the UC Field Station area, and the private lands adjacent to the Hoffman Marsh as
open space until toxic contamination is cleaned up. The private lands next to Hoffman Marsh, such as Liquid Gold and the pistol range, should be preserved as
open space.
